Technical Advisor – Digital Health Data Stewardship (REF: 01/12/2022)
The Digital Health Unit within the National Department of Health is seeking a highly motivated individual to provide technical support to the Digital Health Unit in its accountability for data stewardship by responsibly managing data assets, data lineage and data access, supporting sound data analysis and delivery on the National Department of Health’s digital health strategy.

The role of this technical advisor is to provide technical support to the Digital Health Unit in its accountability for data stewardship by responsibly managing data assets, data lineage and data access, supporting sound data analysis, and delivery on the National Department of Health’s digital health strategy.
Responsibilities & Duties
- Technical Assistance in the development of Digital Health data governance-related documentation for stakeholders and end users
- Technical Assistance in the identification and development of opportunities to use data science to improve Digital Health project outcomes
- Technical Assistance in the development and implementation of a Digital Health Data Governance Framework for the health sector in South Africa
- Management of the linkages of disparate databases within the big data platform to leverage complex data sets
- Technical Assistance and Support for the integration of innovative data frameworks and analytical solutions to leverage data from service delivery, data collection, management, visualization and analysis initiatives
- Technical leadership in the development of data science and business intelligence products and services
- Technical Assistance for the management and maintenance of health establishment data through the MHFL system
- Capacity building programs amongst users of the HMFL on the use of health establishment identifier (identity management)
- Develop a roadmap for the data dictionary for the health sector in South Africa
- Lead workplan development in consultation with programme and project counterparts
- Mentorship and upskilling of NDoH staff to ensure continuity is achieved
Qualification, Skills & Experience:
- A minimum qualification of a master’s degree in public health or equivalent.
- Minimum of +5 years data science experience that includes data governance in health sector is essential
- Minimum of +5 years programme and project management experience in the health sector that includes leading technical teams to develop products that support decision-making at a national level
- Proven track record in managing and implementing data science within digital solutions and using big data sets at a national level to support decision-making as a minimum requirement
- Published work that demonstrates the use of data for decision-making
- Code 8 driver’s license and willingness to travel frequently
